Congress looks to curb Chinese infiltration of higher ed

Several Republican lawmakers are backing a new bill that would further tighten the screws on Chinese “Confucius Institutes” in U.S. colleges and universities.

The bill, S.2583, was introduced by Republican Senators Marco Rubio and Tom Cotton, and is intended to amend two laws in order to make it harder for the Chinese government to infiltrate higher education.

Numerous lawmakers have expressed concerns that Confucius Institutes serve as “proxies for the Chinese Communist Party” on American campuses, pushing “manipulative propaganda campaigns” and using .strings-attached. funding to cow professors into conforming with the Chinese government’s priorities. …

Earlier this month, Senate Majority Whip John Cornyn also blasted the suspicious activity of Confucius Institutes, arguing that the Foreign Investment Risk Review Modernization Act, another legislative effort that was introduced last year, will become “an important piece of our overall response” to China’s strategy.

.These institutes are proxies for the Chinese Communist Party,. the lawmaker said at the time. .They offer schools financial benefits in exchange to set up shop in close proximity to U.S. researchers and students whose views they attempt to influence for what are essentially manipulative propaganda campaigns.ones that conveniently whitewash over the Communist regime’s less flattering attributes and their troubling history of human rights abuses and belligerence in places like the South China Sea..

I’m glad to see this effort even if it is blatantly hypocritical. The Feds themselves love to offer our colleges free money with attached strings leading to politically correct sentiments. Maybe the real motivation is the Deep State doesn’t like the Chinese using their own tools on their own turf.

Trump to sign Confucius Institute funding ban

President Trump is about to sign the new National Defense Authorization Act, which will prohibit funding to Chinese-run Confucius Institutes on American campuses.

Texas Senator Ted Cruz added the key amendment to “The National Defense Authorization Act for Fiscal Year 2019,. which also restricts funding to universities that host Confucius Institutes and requires them to provide a public record of any agreements or contracts they have with the program, which has deep ties to the Chinese Communist Party.

Earlier this week, the White House confirmed that Trump plans to sign the bill during a visit to Fort Drum, New York, according to Fox-28. …

In March, the Central Intelligence Agency issued a classified report labeling the institutes as a threat, according to an unclassified page of the document obtained by The Washington Free Beacon.

“The [Chinese Communist Party] provides .strings-attached’ funding to academic institutions and think tanks to deter research that casts it in a negative light,” the unclassified portion of the report reads. “It has used this tactic to reward pro-China viewpoints and coerce Western academic publications and conferences to self-censor. The CCP often denies visas to academics who criticize the regime, encouraging many China scholars to preemptively self-censor so they can maintain access to the country on which their research depends.”

The National Defense Authorization Act for Fiscal Year 2019, passed by both the House and Senate and now sitting on President Trump’s desk, would address the issue of Chinese government-sponsored Confucius Institutes on American college campuses. A key amendment put forward by Texas Senator Ted Cruz would prohibit funding under the act to any Confucius Institute and restrict funding to any college or university that has a Confucius Institute.

The National Association of Scholars supports this policy change, and we thank Senator Cruz for his leadership on this issue.

Confucius Institutes are centers on college campuses funded and largely staffed by the Chinese government. Our 2017 report, Outsourced to China, found that Confucius Institutes restrict academic freedom and present a whitewashed version of China. Since then, FBI Director Christopher Wray and others have raised concerns that Confucius Institutes may be engaged in espionage.

We call on all colleges and universities to close their Confucius Institutes at once. Senator Cruz’s amendment is a step toward incentivizing colleges and universities to part ways with Confucius Institutes.

Well-said, Economist Magazine. None of this has appeared in the lamestream media, of course, but seeing this wariness to Chinese infiltration gives me hope that America, and specifically California, will not fall to the Red Menace. China has a long way to go before its navy gets a celebration lap around San Francisco Bay.

Stanford is partnering directly with the Chinese Ministry of Education? No red flags, heh. I bet the #1 most popular foreign language is Spanish. Or maybe English… too soon?

The partner institution in China is Beijing Normal University. CISFSU has devoted every effort to encourage the growth of Chinese language programs in Northern California, and persisted in its commitment to developing and supporting Chinese language teaching, teacher training, and outreach and exchange.

We have developed an activity plan which sets out to establish new courses in Chinese, creating new second language acquisition materials, training Chinese teachers and developing new curricula, developing textbook and teaching resource center, and promoting teaching credential programs. Major activities include Mandarin courses, teacher training programs, Chinese Language Bridge Cup Contests for K-12 Students, Chinese Bridge-Chinese Proficiency Competition for College Students, Summer Camps, seminars/conferences, community activities, and cultural events. SF State sees the CI as one of the important strategic opportunities to enhance its Chinese language learning and instruction, reach out to and serve the communities in Northern California and beyond, contribute to its goal of internationalization.

“Outreach and exchange” doesn’t happen with an oppressive gov’t like China without vetting and PC talking points. You don’t need a special report to know that China isn’t doing this to encourage freedom of thought and expression within its borders.

Notice that SFSU wants to integrate Confucius Institute with K-12 education as well as formal gov’t (aka “community”) activities. No wonder it got awarded direct ties to Beijing.

Also renewed interest in Christianity. I’m sure devout Americans would love to hear about how our religious brothers are faring.

Tell me that quoted paragraph isn’t propaganda. Confucius was put down by “modernizers of China” for “much of the 20th Century”? It was called the Glorious Revolution, comrade, and it was the bloodiest political movement in human history. This is exactly the sort of goodthink that has all those Congressmen and POTUS riled up.

Agreed. Our media only presents a whitewashed view. I can’t wait for the Chinese Department of Education to clue us in that Sacramento’s Marxist utopians are a terrible and untrustworthy evil who preach the same failed ideals as Chairman Mao. If China had founded these Confucius Institutes to tell America the truth about Communism then they would not have been received so easily in our overly Communist education system, methinks.

  1. I saw this a few months back .. and now Die-Ann Fine-Stain has very close relations with the Chi-Commies .. Co-Winkie-Dink .. I think not.

    Currently I believe 6 wx-high ranking elected officials from the Senate and House have taken lobbying rolls for th’ Chi-Commies. No one talks about it .. but the info is out there.

    A few years back I worked for a Nuclear Power Plant that had an agreement with the Chi-Commies to share info on building new AP1000 Reactors.

    They came over and we exoosed them to the Operation and Maintenance of current generation Nuclear Reactors and we shared info on building the AP1000’s because they were ahead of us on building them. Has it helped us with our build .. I don’t think so. The parent company went banktupt after completing the Chi-Commies reactors.

    I used to call’em our lil commie buddies .. as a slight .. and some of my peers and supervisors asked me to stop. I said nope. Cuz’ to get to the level of education they had they had to be Bonna-Fide Commies in China.

    They don’t educate non-party nationals. And they wouldn’t let un-trustworthy nationals have free autonomy in the USofA.

    So it’s safe to say if you know a China-man here in the USofA .. he is 1) A foriegn commie spy or 2) A dis-uh-dent and the commies want him back for re-programming.

    Our education system was crap even before they tried to subverted it.

    President Bill Clinton, too. I recall China got normalized trade relations under him. It was a late-breaking scandal in his Presidency, however, so it didn’t go far.

    It’s good the Chicomms have learned not to chop off their noses to spite their faces but that doesn’t make them good guys. Frankly, we’re already at war due to Chinese espionage, infiltration and “financial investments” against America but I understand Congress’ reluctance to push that button. It would not be a fun war.

    And their economy is going down anyway. A lot of those “financial investments” in US land, resources & businesses is both Party members extending Party influence and them getting their personal money out of the PRC before economic Armageddon hits. Chinese can play the “long game” on their own gov’t as well as white devils.

    He also allowed Missile errr Satellite Guidance Tech to China and super computers during that period if I recall correctly. Funny how Russia got super computers after that happened. And, now we have Hillary committing treason by selling access to our Uranium to the Russians.

    Heck we sold our Rare Earth Magnet facility to China .. or didn’t stop it I should say .. and that is important to National Defense. (1)

    China is a clear and present danger. But, we should not be pushing Russia into their open arms. We played China against USSR years ago. We need to play Russia against China now. It seems Trump is trying to do that very thing.
